WHO WE'RE LOOKING FOR

The Senior Director of Vehicle Maintenance reports to the Vice President of Bus Operations and Vehicle Maintenance. The Senior Director oversees the overall management of the vehicle maintenance department's day-to-day operation. This position is responsible for establishing and implementing all vehicle maintenance standards for all CapMetro vehicles. The Senior Director directs the management team of vehicle maintenance to ensure bus vehicles are maintained at a high state of good repair and capable of fulfilling the daily service vehicle requirements. This position also provides oversight to the parts department to ensure parts contracts are in place and parts are available to effectuate required repairs in a timely fashion. The Senior Director also directs the maintenance component of the nonrevenue fleet. This position also leads large and small projects to procure vehicles and improve fleet reliability.

Responsibilities

WHAT YOU'LL BE DOING

  • Oversight of all fleet maintenance activities, plans, and programs for all CapMetro fleet vehicles, including preventive maintenance programs, alternative fuels, quality assurance, and quality control programs, operation cost analysis, long-range fleet requirements, extended-range capital asset plans, and maintenance information systems.
  • Perform contract management of the employment service providers, inclusive of developing and managing roles or responsibilities between CapMetro and the Contractors' staff in a collaborative fashion.
  • Manage budget preparation and administration for all maintenance-related activities, long and short-range planning for maintenance, and vehicle replacement, for an operating and capital expense budget in excess of $30,000,000 annually. 
  • Manage projects for all vehicle procurements, including related special tools, equipment, and major spare components, with responsibilities of:
    • Develop project scopes and technical specifications.
    • Develop and maintain project schedules, continuity plans, and monitoring documentation and reports.
    • Work with the Procurement Department in procurement activities, contract administration, contract modifications, vendor payment, and completion of Federal Transit Administration (FTA) grant reports.
    • Coordinate, monitor, and track vehicle inspection for in-plant manufacturing, delivery, acceptance, and in-processing.
    • Coordinate and track delivery and in-processing of special tools, equipment, and major spare components.
    • Conduct site visits to remote locations, such as manufacturers. 
  • Oversee the parts department operations, including ensuring purchase mechanisms are in place and overseeing the management of inventory needed for quality maintenance of all vehicles.
  • Develop and maintain a fleet plan for all CapMetro vehicle needs.
  • Maintain Enterprise Project Portfolio Management (EPPM) documentation and reports.
  • Develop and continually improve Maintenance Programs for vehicles and related equipment, working with vehicle manufacturers, component suppliers, CapMetro's service providers, and other CapMetro departments.
  • Manage fuel contracts and ensure compliance with fuel receiving and dispensing standards.
  • Manage Enterprise Asset Management system and ensure accurate records.
  • Manage a fleet of nonrevenue support vehicles, including resource allocation and monitoring of maintenance.
  • Manage mobile technology equipment, including Dynamic Message Signs (DMS) at bus stops and rail stations.
  • Develop and present recommendations to the Senior Executive Team and the CapMetro Board of Directors.
  • Ensure compliance with records management standards and company policy, including Emergency Response Plan.
  • Support Capital Metropolitan Transportation Authority's Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Perform other duties as required and/or assigned.

RESPONSIBILITIES – SUPERVISOR AND/OR LEADERSHIP EXERCISED:
Manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants. Conducting personnel actions, including hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

 

Qualifications

WHAT YOU BRING

  • Bachelor's degree in Automotive Engineering, Vehicle Maintenance or a related field. Experience may substitute for education on a year-per-year basis up to four (4) years. Coursework in heavy-duty vehicle maintenance theory and repair, including body, frame, and chassis, axles, steering, brakes, electrical, engines, transmissions, air systems, or other pertinent coursework.
  • Eight (8) years of progressively responsible management experience specifically in bus or heavy vehicle maintenance and three (3) years of supervisory experience in a public transit environment.
  • Experience in bus or heavy vehicle inspection, operating various types of transit buses, and performing visual and measured inspections on transit buses preferred.

KNOWLEDGE, SKILLS, ABILITIES:

  • Excellent communication skills, including ability to listen and provide feedback, to communicate goals and objectives within a team environment, and to build relationships for trust and respect.
  • Excellent management skills including ability to hold others and self-accountable, to make difficult decisions, when necessary, to focus on results, analyze data, and plan, develop, and implement formal work plans. Knowledge of basic managing strategies and project coordination.
  • Must have excellent problem-solving abilities, organization and coaching, facilitation presentation skills.
  • Ability to read and interpret technical information related to bus operations and maintenance, to troubleshoot and solve mechanical, electrical, pneumatic, and hydraulic systems, to write objective reports based on observations and inspections.
  • Knowledge of transit bus technical systems and transit and manufacturing safety rules.
  • Must have demonstrate experience and computer skills with MS Windows products including Word, Excel, PowerPoint, Project and other software packages in a Windows environment, write inspection reports, develop and use spreadsheets to track projects, use electronic mail to communicate, and organize to maintain calendar appointment.
  • Ability to work independently with minimal supervision.
