NATURE OF WORK

This is senior level executive, managerial and technical work directing and coordinating the activities of Palm Tran's Planning division.

An employee in a position allocated to this class plans, organizes, directs all the activities of the Transportation Planning Division including; scheduling, bus stops and shelters, strategic planning, and research and analysis. Under the general direction of the Executive Director, this position is responsible for carrying out long and short range transportation system planning initiatives and funding support. Focuses on strategic plan implementation that supports a comprehensive approach to meeting the transportation needs of the county; oversees the development of transportation system plans, transit route planning, evaluating proposed service adjustments, and coordinating with key agencies. Work will include representing Palm Tran at Public hearings and meetings, advisory boards and committees, other governmental agencies, and the public. Work is performed under the general direction of the Executive Director and is reviewed through conferences, reports and evaluation of results obtained.

EXAMPLES OF WORK

• Manages the work of transportation planning division including; assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing employee

• Plan, organize and manage the work of subordinate staff to ensure that the work is accomplished in a manner consistent with organizational
• Develops and implements Division plans, policies and procedures to achieve annual goals and

• Prepares studies, conducts research and make technical recommendations regarding the analysis and utilization of detailed system performance data, demographic data and various planning
• Reviews research and progress on transportation plans and
• Acts as a resource and liaison between Palm Tran, PB County, FDOT, MPO and other government entities in developing short and long-range planning objectives, research and analysis of planning
• Develops and maintains positive relationship and partnership with key local, state and federal
• Evaluates and refines service proposals to ensure financial feasibility and successful implementation.
• Reviews and approves transportation studies and proposals to assure consistency with Federal, state and local laws and regulations.
• Represents Palm Tran at Federal, state, regional and local transportation planning sessions.
• Organizes and   participates  in   public   hearings,   proposals  and make           necessary

MINIMUM REQUIREMENTS

Bachelor’s Degree from an accredited college or university with major coursework in Transportation, Urban Planning, Engineering, Business, Public Administration or related field; plus, eight (8) years of progressively responsible professional experience in transit planning; or an equivalent combination of related training and experience. Experience must include five (5) years in a senior management capacity. Must possess and maintain a valid Florida Driver's License.

PREFERENCES

• Master’s Degree in Business or Public Administration or related field
• American Institution of Certified Planners (AICP) certification
