Under the direct supervision of the Office Chief of Biological Science and Permits (OBSP), and Environmental Program Manager I, the Biology Branch Chief (Senior Environmental Scientist [Supervisory]) is a critical member of the Caltrans District 4 Division of Environmental Planning and Engineering (EPE). The Biology Branch Chief will supervise and manage a branch of Environmental Scientists to deliver critical transportation projects in the vibrant, nine-county Bay Area. The incumbent will work independently to identify problems, develop courses of action, and conduct critical and/or sensitive scientific investigations and studies and may prepare guidance, policy, planning, or regulatory documents and legislative proposals on issues on statewide importance. The incumbent may be assigned lead responsibility for a specific project, program function, or area of expertise; and mentor and supervise staff.

The incumbent will play a critical role in managing the analysis of project impacts on biotic resources and works to design compensatory measures as appropriate. The incumbent will review and evaluate technical reports for biological sufficiency and ensure biological reports and/or permits for projects are delivered within schedule and budgets. Manages resources and regulatory agency permit determinations and negotiates permits and agreements for projects as applicable with federal, state, and local laws, regulations, and policies. Manages permits amendments; review of project specifications, plans and estimates; agency site visits and other related agency concerns. In addition, the incumbent will be responsible for managing staff performance through probationary reports and annual performance reviews.
