Under limited direction and in compliance with technical, administrative, City, state, and federal regulations or professional standards and guidelines, administers all safety programs and activities for Greenlink personnel. Facilitates the development, implementation, oversight, and continuous improvement of all safety programs and activities. Serves as the Chief Safety Officer (CSO) responsible for administering the Greenville Transit Authority (GTA) Agency Safety Plan in compliance with the Federal Transit Administration’s (FTA) Public Transportation Agency Safety Plan (PTASP) and Safety Management System (SMS) requirements. Reports directly to the department’s highest accountable executive regarding all SMS-related activities. Ensures compliance with OSHA industrial hygiene standards, as well as GTA safety policies and FTA regulations, by conducting informal site reviews and inspections of all employee work sites, including the GTA Operations & Maintenance Facility, Greenlink Terminal, bus stops, and GTA vehicles. Utilizes available technology, including facility and vehicle camera systems, to support investigations involving accidents, incidents, employee injuries, customer complaints, criminal activity, or other safety-related events. Oversees Greenlink’s security contract for the Greenlink Terminal. Manages Greenlink's Safety Committee and provides recommendations for mitigation and identified hazards to division managers. Supports the Operations Division during emergency operations to ensure personnel and equipment operate safely. Monitors the quality and efficacy of safety programs through periodic review of programs and analysis of key performance indicators. Provides information during audits such as the FTA triennial review and monthly or annual National Transit Database (NTD) reporting. Reports additional safety event data as needed to NTD. Manages Greenlink’s Accident Review Committee and provides recommendations regarding accident or incident preventability. Establishes guidelines for accident and incident investigations and reviews all reported events. Acts as a liaison between transit operations and Risk Management staff to facilitate the investigation and resolution of accidents, complaints, and other safety-related events resulting in insurance claims. Monitors safety data, analyzes safety trends, and identifies remedial action as needed. Collaborates with the Training & Onboarding Manager for all training needs related to safety programs. Maintains up-to-date knowledge of best practices, current industry trends, and federal regulations related to public transit safety programs. Represents the GTA Board of Directors to transit stakeholders and to federal, state, and local government agencies.
